The Alabama Real Estate Appraiser Board (AREAB) was created by State Legislature (ACT 90-639) to ensure that the public is protected against dangers arising from attempts of incompetent or unscrupulous persons to practice the profession of real estate appraisal. The AREAB protects the public interest by making sure that appraisal services are being performed by qualified individuals as per Federal and State Law. This purpose is achieved through:

  • Establishes minimum qualifications for licensure and certification.
  • Adopts rules defining and delineating unlawful conduct.
  • Disciplines practitioners who violate the applicable laws or rules.

In addition, the Alabama Real Estate Appraiser Board oversees testing and continuing education.

The Alabama Real Estate Appraiser Board consists of nine members, appointed by the Governor.

  • Two are qualified individuals from the general public, having no relations in respect to real estate appraisals and respective services.
  • Seven are state certified real estate appraisers from each of the seven United States Congressional Districts.

There are currently five categories in respect to an Alabama real estate appraiser.

  1. Trainee Real Estate Appraiser, Property
  2. State Registered Real Estate Appraiser, Property
  3. Licensed Real Estate Appraiser, Property
  4. Certified Residential Real Estate Appraiser, Property
  5. Certified General Real Estate Appraiser, Property

Please read the following for a summarization of each.

1. Trainee Appraiser:

  • No experience required.
  • Provide proof of 75 classroom (approved) hours completed during last ten years.
  • 15 hours of the Uniform Standards of Professional Appraisal Practice during the last two years (included in 75 total).
  • Must work under direct supervision of a certified or licensed real property appraiser.
  • Test required.
  • May only appraise properties that acting supervisor is permitted to appraise.

2. State Registered Appraiser

  • Minimum of 100 points of actual appraisal experience, or approximately 1000 hours during the last five years.
  • Minimum of 75 classroom hours of appraisal education completed during the last ten years.
  • 15 hours of the Uniform Standards of Professional Appraisal Practice during the last two years (included in 75 total).
  • May appraiser non-federally related complex properties including, 1 to 4 unit residential properties having value of $250,000 or less.
  • May appraiser non-federally related non-complex properties including, 1 to 4 unit residential properties having value of $1,000,000 or less.

3. Licensed Appraiser

  • Must have been an appraiser in two of the last five calendar years.
  • Minimum of 200 points of actual appraisal experience, or approximately 2,000 hours.
  • Minimum of 90 classroom hours of appraisal education completed during the last ten years.
  • 15 hours of the Uniform Standards of Professional Appraisal Practice during the last two years (included in 75 total).
  • Test required.
  • May appraiser federally related complex properties including, 1 to 4 unit residential properties having value of $250,000 or less.
  • May appraiser federally related non-complex properties including, 1 to 4 unit residential properties having value of $1,000,000 or less.
  • Is authorized to give a "Certified Appraisal" in accordance with The Financial Institutions Reform Recovery and Enforcement Act of 1989 (FIRREA).

4. Certified Residential Appraiser

  • Must have been an appraiser in two of the last five calendar years.
  • Minimum of 250 points of actual appraisal experience, or approximately 2,500 hours.
  • Completion of at least 120 in-class hours of appraisal related courses taken during the last ten years.
  • 15 hours of the Uniform Standards of Professional Appraisal Practice during the last two years (included in 120 in-class total).
  • Test required.
  • May perform federally-related residential real estate appraisals on 1 to 4 unit properties without regard to complexity or dollar amount.
  • Is permitted to appraiser non-residential properties having a transaction value of $250,000 or less.
  • Is authorized to give a "Certified Appraisal" in accordance with (FIRREA).

5. Certified General Appraiser

  • Must have been an appraiser in two of the last five calendar years.
  • Minimum of 300 points of actual appraisal experience, or approximately 3,000 hours.
  • At least 150 of the 300 points of experience must be in non-residential appraisals.
  • Completion of at least 180 in-class hours of appraisal related courses taken during the last ten years.
  • 15 hours of the Uniform Standards of Professional Appraisal Practice during the last two years (included in 120 in-class total).
  • Test required.
  • May appraise all types of real estate, regardless of complexity or transaction value.
  • Is authorized to give a "Certified Appraisal" in accordance with (FIRREA).

Alabama real estate appraisers must keep respective records for five years and must be available for review by the AREAB. All reports must be in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP).
