The Director of the Department of Commerce and Consumer Affairs has the power to grant, deny, renew, or refuse to renew permission to practice as a licensed or certified Hawaii real estate appraiser. Hawaii real estate appraiser information may be found under HAR Chapter 114 and HRS Chapter 46K. Additional duties of the Department include.
- To adopt, amend, or repeal rules.
- To discipline the real estate appraiser
- To revoke or suspend the permission to practice as a real estate appraiser.
- To subpoena witnesses, administer oaths, and receive affidavits and oral testimony.
- To develop and administer respective real estate appraiser examinations.
The advisory committee consists of seven members appointed by the director. Also, the committee assists the Director with the implementation of Chapter 466K, HRS.
- Three member of the committee are appraisers who have been actively performing appraisal work for a period of not less than five years.
- Two members of the Hawaii appraiser committee are employed in a position requiring familiarity with loan transactions by a savings and loan, a commercial bank, credit union, thrift, or similar institution for at least five years.
- Two members are public members who represent the public interest.
The Committee and Director are responsible for administering appraiser practice in Hawaii. It is unlawful for an individual who is not licensed or certified under chapter 466K to prepare or hold oneself out as being able to prepare an appraisal in connection with a federally related transaction. All appraiser applicants for a license or certificate possess a reputation and record for honesty, trustworthiness, fairness, and financial integrity. Also, every appraiser is required to pass an examination approved by the Appraiser Qualifications Board of the Appraisal Foundation.

There are currently three classifications of Hawaii real estate appraisers.
- Licensed Real Estate Appraiser
- Certified Residential Real Estate Appraiser
- Certified General Real Estate Appraiser
Please read the following for a summarization of each.
1. Licensed Real Estate Appraiser
- May perform any appraisal on noncomplex one-to-four family residential properties.
- May perform appraisal for federally financed purposes for non-complex one to four unit residential properties where the value of the financial transaction does not exceed $1,000,000.
- Other types of appraisals where the transaction value is less than $250,000.
- The completion of 150 classroom hours in accordance with approved Hawaii courses.
- Must have 15 of the 200 classroom hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
- Must have at least 2,000 hours of real property appraisal experience over a 12 month period.
- Must pass the Hawaii licensed real estate appraiser examination.
2. Certified Residential Real Estate Appraiser
- May perform any appraisal on one-to-four family residential properties without regard to value or complexity.
- May perform appraisal for federally financed purposes for residential properties without regard to value.
- Other types of appraisals where the transaction value is less than $250,000.
- The completion of 200 classroom hours in accordance with approved courses.
- Must have 15 of the 200 classroom hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
- Must have at least 2,500 hours of real property appraisal experience over a 24 month period.
- Must hold at least a associate's degree or higher from an accredited college, university, or institute of higher education or 21 semester hours in specific courses.
- Must pass the respective certified residential real estate appraiser examination.
3. Certified General Real Estate Appraiser
- May perform appraisals for all real estate for any purpose.
- The completion of 300 classroom hours in accordance with approved Hawaii courses.
- Must have 15 of the 300 classroom hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
- Must have at least 3,000 hours of real property appraisal experience over a 30 month period.
- At least 50% of the appraisal experience was in non-residential appraisal work.
- Must hold at least a bachelor's degree or higher from an accredited college, university, or institute of higher education or 30 semester hours in specific courses.
- Must pass the respective certified general real estate appraiser examination.
All appraisal work must be in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP).
The Committee requires all respective appraisers to complete a total of 14 approved classroom hours during each renewal period to meet the Continuing Education requirement.
