The Illinois Real Estate Appraiser Licensing Act of 2002 was enacted to evaluate the competency of individuals engaged in the appraisal business connected with a federally related transaction. Also, the Illinois Real Estate Appraiser Act licenses and regulates individuals in the appraisal business for the protection of the general public.
The Illinois Real Estate Appraisal Administration and Disciplinary Board are composed of ten individuals appointed by the Governor.
- Four members are actively engaged and currently licensed with a State certified real estate appraiser for a period of no less than five years.
- Two members are actively engaged and currently licensed as State certified general real estate appraiser for a period of not less than five years.
- Two members hold a real estate broker license for at least ten years prior to the date of appointment.
- One member is a representative of a financial institution.
- One member represents the interest of the general public.
It is unlawful for an individual to act as an Illinois real estate appraiser. This includes advertising and entering into an appraisal engagement with clients without Illinois licensure. An individual who violates respective Illinois real estate appraiser licensing provisions is guilty of a Class A misdemeanor for a first offense and a Class 4 felony for any future offense.

There are currently three classifications of Illinois Real Estate Appraisers, including the Trainee.
- Trainee Real Estate Appraiser
- Certified Residential Real Estate Appraiser
- Certified General Real Estate Appraiser
Please read the following for a summarization of each.
1. Associate Real Estate Trainee Appraiser
- Be at least 18 years of age.
- Evidence of a high school diploma or equivalent.
- Must have supervisor signature on all reports.
- May only appraise properties under the scope of work of supervising appraiser.
2. Certified Residential Real Estate Appraiser
- May perform any appraisal on any four unit or less property.
- May perform appraisal for federally financed purposes for residential properties without regard to value.
- 15 hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
- Must have at least 2,500 hours of real property appraisal experience over a 24 month period.
- Must have an Associate's degree or equivalent from an accredited institution or 21 semester hours in respective classes.
- Must pass the Illinois certified residential real estate appraiser examination.
3. Certified General Real Estate Appraiser
- May perform appraisals for all real estate for any purpose.
- 15 hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
- Must have at least 3,000 hours of real property appraisal experience over a 30 month period.
- Must have a Bachelor's degree or higher from an accredited institution or 30 semester hours in respective courses.
- Must pass the Illinois certified general real estate appraiser examination.
All appraisal work must be in compliance with the Uniform Standards of Professional Appraisal Practice (USPAP).
Continuing education is required to ensure that the appraiser maintains and increases appraiser skill and knowledge. The Illinois Real Estate Appraiser must complete a total of 15 hours during each renewal period to meet the Continuing Education requirement.
