The Board of Massachusetts Real Estate Appraisers insures the integrity of licenses through consistent enforcement of rules and regulations. The Board rules and regulations are in compliance with the provisions of the Financial Institutions Reform, Recovery, and Enforcement Act (Title XI).

The Massachussetts Board aims to protect the interests of the general public. Further, all licensed and certified individuals are required to observe the standards of practice contained in the Uniform Standards of Professional Appraiser Practice (USPAP). Also, all appraisers are to report to the Board in writing within 30 days with regard to any civil or criminal matter brought against the licensee. In respect to the general public, it is against the law to act as a Massachusetts appraiser without respective licensure.

The Massachusetts Board consists of 7 members appointed by the governor. The Board is located in Baltimore, MD. The appraiser Board annually elects a chairperson.

  • Two are members of the general public.
  • One is a member of the banking industry.
  • One is a licensed real estate broker
  • Three are Massachusetts real estate appraisers.

An interested applicant may qualify for licensure by out-of-state endorsement if certain conditions have been met, to include but not limited to.

  • Has completed qualifying education that meets the minimum AQB education criteria.
  • Has passes the AQB certified examination.
  • Is applying for the same level license.

The State of Massachusetts has 14 counties.

There are currently four classifications of Massachusetts real estate Appraisers. The qualifications for the Appraiser are set by the Appraiser Qualifications Board of The Appraisal Foundation. In general, all applicants are required to demonstrate that he or she is of good moral character with a reputation for honesty, trustworthiness, and integrity.

  1. Trainee
  2. Licensed
  3. Certified Residential
  4. Certified General

1. Trainee

  • Minimum of 75 appraiser classroom hours of specific subjects.
  • Must work under the supervision of supervising certified appraiser.
  • A Massachusetts Trainee may assist state licensed, certified and general individuals in the performance of real estate appraisals.

2. Licensed Appraiser

  • May perform an appraisal on non complex residential properties of one to four family units having a transaction value of less than $1,000,000.
  • May appraise complex residential properties of one to four units having a transaction value of less than $250,000.
  • Minimum of 150 appraiser classroom hours of specific subjects.
  • 15 hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
  • Establish at least 2,000 hours of appraiser experience over a minimum 24 month period.
  • Must have an Associate's degree or equivalent from an accredited institution or 21 semester hours in respective classes.
  • Pass the Licensed exam.

3. Certified Residential Appraiser

  • May perform an appraisal on residential properties of one to four family units without regard to transaction value.
  • Minimum of 200 appraiser classroom hours of specific subjects.
  • 15 hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
  • Establish at least 2,500 hours of appraiser experience over a minimum 24 month period.
  • Must have an Associate's degree or equivalent from an accredited institution or 21 semester hours in respective classes.
  • Pass the Certified exam.

4. Certified General Appraiser

  • May perform appraisals on any type of residential or commercial property without regard to complexity or value.
  • Minimum of 300 classroom appraiser hours of specific subjects.
  • 15 hours in respect to the Uniform Standards of Professional Appraisal Practice (USPAP).
  • Establish at least 3,000 hours of appraiser experience over a minimum 30 month period.
  • 1,500 of 3,000 appraiser experience hours must be non residential appraisal work.
  • Must have a Bachelor's degree or higher from an accredited institution or 30 semester hours in respective courses.
  • Pass the appraiser General exam.
