The New Jersey Real Estate Appraiser Board is responsible for the regulation of real estate appraisers in the state of New Jersey. In addition, the New Jersey Board has certain duties, including the administration and enforcement of New Jersey appraiser law. Also, the renewal of licenses and certifications and the prescription of examinations for certification. Additional responsibilities include.
- Suspend, revoke or refuse to issue a license.
- Establish fees for applications.
- Establishes the New Jersey real estate appraiser code of professional ethics.
- Conducts hearings.
- The New Jersey real estate appraiser Board establishes standards for the certification of real estate appraisers which meet the standards establishes by the Appraisal Foundation.
The New Jersey Real Estate Appraiser Board is in compliance with Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989.
It is unlawful for an individual to act as a New Jersey real estate appraiser without respective licensure or certification. Further, violations of law may lead to a felony or misdemeanor charge. A New Jersey Real Estate Appraiser should only perform and accept an appraisal assignments if he or she has enough knowledge and competency to complete. Also, a New Jersey real estate appraiser may gain any respective knowledge needed to fully complete an assignment competently if possible and/or available.
The New Jersey Real Estate Appraiser Board consists of nine members. Each respective New Jersey Board members is appointed by the governor with the consent of the senate. Each member of the New Jersey real estate appraiser Board is appointed for three year terms. No respective New Jersey member may serve more than two successive terms in addition to any unexpired term to which he or she has been appointed. In order to be eligible for licensure as a New Jersey real estate appraiser, an applicant must be at least 18 years old, be of good moral character, and have at least a high school diploma or its equivalent. There are four levels of credential awarded to New Jersey Real Estate Appraisers.
- Trainee Real Estate Appraiser
- Licensed Residential Real Estate Appraiser
- Certified Residential Real Estate Appraiser
- Certified General Real Estate Appraiser
1. Trainee Real Estate Appraiser
- Are in the process of completing respective requirements for a New Jersey real estate certified or licensed appraiser..
- Are required to work under the supervision of a New Jersey licensed or certified Real Estate Appraiser.
2. Licensed Residential Real Estate Appraiser
- May appraise non complex 1 to 4 residential real estate with a transaction value less than $1,000,000.
- Minimum of 150 hours of qualified New Hampshire real estate appraiser courses.
- 2,000 hours of experience working as a real estate appraiser at least 18 months.
- Pass the New Jersey real estate appraiser examination.
3. Certified Residential Real Estate Appraiser
- May appraise all one to four residential real estate without regard to value or complexity.
- Minimum of 200 hours of qualified New Hampshire real estate appraiser courses.
- 2,500 hours of experience working as a real estate appraiser at least 24 months.
- Have at least an Associate Degree from or 21 semester hours from an accredited institution.
- Pass the New Jersey real estate appraiser examination.
4. Certified General Real Estate Appraiser
- May appraise all types of real estate.
- Minimum of 300 hours of qualified New Hampshire real estate appraiser courses.
- 3,000 hours of experience working as a real estate appraiser at least 30 months.
- 1,500 hours of experience of non residential real estate appraisals.
- Have at least an Bachelor's Degree from or 30 semester hours from an accredited institution.
- Pass the New Jersey real estate appraiser examination.
The qualifications for the New Jersey Real Estate Appraiser are set by the Appraiser Qualifications Board of The Appraisal Foundation. Also, all respective licensed and certified New Jersey appraisers are required to complete 15 hours of the Uniform Standards of Professional Appraisal Practice (USPAP).
