The Pennsylvania real estate appraiser Board regulates the certification of real estate appraisers in the Commonwealth of Pennsylvania. The Pennsylvania State Board of Certified Real Estate Appraisers acts as a departmental administrative board of the Department of State. The Pennsylvania real estate appraiser Board was created in respect to Title XI of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989. The Pennsylvania appraiser Board may deny, suspend or revoke respective certificates. Reasons for disciplinary measures include.
- Failing to meet the minimum Pennsylvania qualifications.
- Being convicted of or pleading guilty to a crime which is related to appraiser qualifications.
- Violating any of the standards for the development or communication of real property appraisals.
- Failing or refusing, without good cause to exercise reasonable diligence in developing an appraisal.
- Violating the confidential nature of records to which the appraiser gained access through employment.
All interested individuals who wish to be licensed or certified real estate appraiser in Pennsylvania must satisfy certain experience and educational requirements. An examination in Pennsylvania is also required to confirm a minimum level of knowledge of appraiser information. Pennsylvania real estate appraisers act to serve the general public in a fair and honest manner. Pennsylvania real estate appraisers must follow the standards of practice contained within the Uniform Standards of Professional Appraiser Practice (USPAP).
The Pennsylvania real estate appraiser Board consists of seven members who are citizens of the United States and have been residents of Pennsylvania of at least two years. Respective Pennsylvania Board members serve four years terms. The Pennsylvania real estate appraiser is located in Harrisburg, PA.

There are three classes of Pennsylvania Real Estate Appraisers. Further, all applicants should have good moral character.
- Pennsylvania Real Estate Appraiser Trainee
- Certified Residential Real Estate Appraiser
- Certified General Real Estate Appraiser
1. Real Estate Appraiser Trainee
- Does not require experience.
- Must only appraise properties within the scope of the supervisory appraiser.
2. Certified Residential Real Estate Appraiser
- Must complete the respective real estate appraiser education requirements.
- Must complete at least 200 classroom hours of courses in subject's related to real estate appraising.
- Must complete the 15 hour National USPAP course.
- At least 2,500 hours of acceptable appraisal experience during a period of at least 24 months.
- Also must have at least an Associate Degree or higher or 21 semester hours from an accredited institution.
- Pass the Pennsylvania real estate appraiser examination.
3. Certified General Real Estate Appraiser
- May appraise all types of real estate.
- Must complete at least 300 classroom hours of courses in subject's related to real estate appraising.
- Must complete the 15 hour National USPAP course.
- At least 3,000 hours of acceptable appraisal experience during a period of at least 30 months.
- At least 1,500 of the 3,000 hours must be acceptable non residential experience.
- Also must have at least a Bachelors Degree or higher or 30 semester hours from an accredited institution.
- Pass the Pennsylvania real estate appraiser examination.
All Qualifications for the Pennsylvania Real Estate Appraiser are set by the Appraiser Qualifications Board of The Appraisal Foundation.
