The Rhode Island Real Estate Appraiser Board exists within the Department of Business Regulation. Further, the Board acts in respect to the Federal guidelines as per the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) of 1989. The Rhode Island real estate appraiser Board establishes criteria, standards, and requirements for the certifying and licensing of appraisers. Also, the Board provides advisory opinions to the department of business regulation. Additional responsibilities of the Rhode Island Board include.

  • Establish administrative procedures for disciplinary proceedings.
  • Have a policy making role in the preparation and composition of the examinations.
  • Establishes administrative procedures in respect to disciplinary proceedings.
  • Supervise the operations in the department in an advisory capacity.

Under Title 5, Business and Professions, Chapter 5-20.7-3 of the Rhode Island Real Estate Appraiser Certification Act it is against the law for an individual who is not certified to assume, use title, designate, or abbreviate as to give the impression of a real estate appraiser. All appraiser candidates must complete experience and educational requirements as required by the Appraiser Qualifications Board (AQB).

The Rhode Island Real Estate Appraiser Board consists of ten members who are appointed by the governor. The Rhode Island real estate appraiser is located in Providence, RI.

  • Six are Rhode Island certified appraisers.
  • One represents the general public.
  • One is required to have a non state certified real estate appraiser.
  • One is a representative of the Rhode Island banking industry.
  • The director of the department of business regulation or designee must serve at all times as a member of the Rhode Island Board.

There are four classes of Rhode Island real estate appraisers.

  1. Real Estate Appraiser Trainee
  2. Licensed Real Estate Appraiser
  3. Certified Residential Real Estate Appraiser
  4. Certified General Real Estate Appraiser

1. Real Estate Appraiser Trainee

  • A minimum of 75 classroom hours.
  • No experience is required.
  • A minimum of 28 classroom hours for each two year licensing period is required in respect to continuing education.
  • Must work under the direct supervision of a Rhode Island certified appraiser.

2. Licensed Real Estate Appraiser

  • A minimum of 150 classroom hours.
  • Appraiser experience of 2,000 is required.
  • A minimum of 28 classroom hours for each two year licensing period is required in respect to continuing education.
  • Must pass the Rhode Island licensed residential examination prior to licensing.

3. Certified Residential Real Estate Appraiser

  • A minimum of 200 classroom hours.
  • Appraiser experience of 2,500 is required as a real estate appraiser in at least 24 months.
  • A minimum of 28 classroom hours for each two year licensing period is required in respect to continuing education.
  • Must have an Associate Degree or higher or 21 semester hours from an accredited institution.
  • Must pass the Rhode Island certified residential examination prior to licensing.

4. Certified General Real Estate Appraiser

  • May appraise all types of real estate.
  • A minimum of 300 classroom hours.
  • Appraiser experience of 3,000 is required as a real estate appraiser in at least 30 months.
  • Must contain 1,500 hours of non residential real estate work.
  • A minimum of 28 classroom hours for each two year licensing period is required in respect to continuing education.
  • Must have a Bachelor's Degree or higher or 30 semester hours from an accredited institution.
  • Must pass the Rhode Island certified general examination prior to licensing.

Rhode Island real estate appraisers serve the general public in a fair and honest manner. Also, Rhode Island appraisers are required to follow the standards of practice contained within the Uniform Standards of Professional Appraiser Practice (USPAP).
