Under the Utah Real Estate Appraisers Licensing and Certification Act, it is unlawful for anyone to prepare an appraisal or perform a consultation service relating to real estate without being a licensed or certified real estate appraiser (Utah Code, Title 61, Chapter 02b). As per the respective Act, the Utah Real Estate Appraiser Licensing and Certification Board was created. Further, the Utah appraiser Board has many responsibilities, including the determination of the procedures for a trainee to register. Also, the Utah real estate appraiser Board.

  • Determines the continuing education requirements appropriate for the renewal of a license.
  • Develops one or more programs to upgrade and improve continuing education.
  • Determines the experience, education, and examination requirements.
  • Is in compliance with the minimum requirements of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989.

A Utah real estate appraiser license or certification expires if not renewed on or before its expiration date. For a period of 30 days after the expiration date, a license or certification may be reinstated. However, if past 30 days but within six months the individual must pay a fee and satisfy the Utah continuing educational requirements.

The Utah Real Estate Appraiser Licensing and Certification Board consists of five regular members. Utah Board member are appointed by the governor with the consent of the Senate. The Utah appraiser Board is located in Salt Lake City, UT.

  • One is a state licensed or state certified appraiser.
  • One is a state certified residential appraiser.
  • One is a state certified general appraiser.
  • One is a member of the general public.
  • One state certified either residential or general appraiser.

The State of Utah has 29 counties.

There are four levels of Utah real estate Appraisers.

  1. Appraiser Trainee
  2. Licensed Real Estate Appraiser
  3. Certified Residential Real Estate Appraiser
  4. Certified General Real Estate Appraiser

1. Appraiser Trainee

  • Must be at least 18 years of age.
  • Obtain 75 hours of required education from an approved education provider.
  • Find a Trainee Supervisor.

2. Licensed Real Estate Appraiser

  • May appraise residential one to four residential units having a transaction value of less than $1,000,000.
  • Obtain 150 hours of required education from an approved education provider, including 15 hours of Professional Appraisal Practice (USPAP).
  • Accumulate a total of 2,000 hours of acceptable Utah real estate appraiser experience within one to five years.
  • Apply for and pass the Licensed Appraiser examination.

3. Certified Residential Real Estate Appraiser

  • May appraise any one to four family residential property without regard to transaction value or complexity.
  • Obtain 200 hours of required education from an approved education provider, including 15 hours of Professional Appraisal Practice (USPAP).
  • Accumulate a total of 2,500 hours of acceptable Utah real estate appraiser experience within a minimum of 24 months.
  • Must have an Associate Degree or higher or 21 semester hours from an accredited institution.
  • Apply for and pass the Certified Residential Appraiser examination.

4. Certified General Real Estate Appraiser

  • May appraise all types of real estate.
  • Obtain 300 hours of required education from an approved education provider, including 15 hours of Professional Appraisal Practice (USPAP).
  • Accumulate a total of 3,000 hours of acceptable Utah real estate appraiser experience within a minimum of 30 months.
  • Must have 1,500 of the 3,000 hours in non-residential work.
  • Must have a Bachelor's Degree or higher or 30 semester hours from an accredited institution.
  • Apply for and pass the Certified General Appraiser examination.

Utah real estate appraisers are required to meet the Appraiser Qualifications Board (AQB) and the Appraisal Standards Board (ASB) of the Appraisal Foundation criteria.
