Under Virginia law, it is unlawful to engage in the appraisal of real estate for compensation without first obtaining a real estate appraiser's license. Further, the Virginia Real Estate Appraiser Board acts to regulate educational and experience requirements as conditions for respective Virginia appraiser licensure. Also, the Board promulgates regulations as per the Administrative Process Act. Responsibilities of the Virginia Real Estate Appraiser Board include.
- Supervision of appraiser practices.
- Enforcement of standards of professional appraiser practice.
- Disposition of referrals of improper appraiser conduct.
- Issues transitional licenses to applicants who have satisfied the educational and testing requirements.
- The Virginia Board may set different education and experience requirements in respect to appraiser classification.
All Virginia real estate appraisers should be of honest and of good moral character. Also, all receipts of information indicating a violation of appraiser law are investigated.
The Virginia Real Estate Appraiser Board is composed of nine members, appointed by the governor. The Virginia real estate appraiser Commission is located in Virginia Beach, VA.
- Six members are licensed real estate appraisers.
- One member is a officer or employee familiar with mortgage lending of a financial institution.
- Two are members of the general public.

There are four classes of Virginia real estate Appraisers. All interested individuals require education and experience as summarized below. In addition, please note all licenses and certificates are issued to persons who have satisfactory passed the examination as per the Appraiser Qualification Board of the Appraisal Foundation.
- Real Estate Appraiser Trainee
- Licensed Real Estate Appraiser
- Certified Residential Real Estate Appraiser
- Certified General Real Estate Appraiser
1. Appraiser Trainee
- Must be 18 or older.
- Must be supervised by a supervising Virginia real estate appraiser.
2. Licensed Real Estate Appraiser
- Must have a minimum of 150 hours of approved real estate appraisal courses.
- Must have a minimum of 2,000 hours of Virginia real estate appraiser experience obtained over a period of not less than 12 months.
- Pass the Virginia Appraiser examination.
3. Certified Residential Real Estate Appraiser
- Appraise one to four family residential property.
- Must have a minimum of 200 classroom hours of required education from an approved education provider.
- Must have a minimum of 2,500 hours of acceptable Virginia real estate appraiser experience within a minimum of 24 months.
- Must have an Associate Degree or higher or 21 semester hours from an accredited institution.
- Pass the Virginia Residential Appraiser examination.
4. Certified General Real Estate Appraiser
- Appraise all types of real estate.
- Complete 300 classroom hours of required education from an approved education provider.
- Must have a minimum of 3,000 hours of acceptable Virginia real estate appraiser experience within a minimum of 30 months.
- Must have a Bachelor's Degree or higher or 30 semester hours from an accredited institution.
- Pass the Virginia General Appraiser examination.
All Virginia real estate appraisers follow the standards of practice contained within the Uniform Standards of Professional Appraiser Practice (USPAP).
Virginia real estate appraisers meet the Appraiser Qualifications Board (AQB) and the Appraisal Standards Board (ASB) of the Appraisal Foundation criteria.
