The Washington DC Board of Real Estate Appraisers protects the general public consumers by enforcing the District of Columbia real estate license law (Title 17 DCMR Chapter 23).  Chapter 23 applies to holders of and applicants for a license to practice real estate appraising.  Its purpose is to establish and enforce education, experience, and practice standards which allow individuals licensed in the District of Columbia to perform appraisals for federally related and non-federally related real estate transactions. The Washington DC real estate appraiser Board has the authority to deny an application, revoke or suspend a license, and levy a civil penalty.  Additional responsibilities of the Washington DC real estate appraiser Board if violations have occurred include.

  • Issue a reprimand.
  • Require a course of remediation.
  • Refer an applicant or licensee to the Office of the Attorney General for criminal prosecution.
  • Issue an order requiring a Washington DC real estate appraiser to cease and desist immediately from the alleged activity.

A Washington DC real estate appraiser conducts all appraisals in conformity with the current edition of the Uniform Standards of Professional Appraisal Practice (USPAP).   No person in the District of Columbia may conduct an appraisal for a federally related or non-federally related real estate transaction unless he or she holds an active District of Columbia license.

The District of Columbia Real Estate Appraiser Board consists of five members, appointed by the Mayor.  The District of Columbia Real Estate Board is located in Washington DC.

  • Three members are Washington DC real estate appraisers.
  • One member is a real estate broker licensed in the District of Columbia.
  • One member is a member of the general public.

There are four categories of Washington D.C. real estate Appraisers.

  1. Trainee Real Estate Appraiser
  2. Licensed Real Estate Appraiser
  3. Certified Residential Real Estate Appraiser
  4. Certified General Real Estate Appraiser

1. Trainee Real Estate Appraiser

  • A minimum of 75 hours of real estate appraisal courses.
  • Supervised by a certified Washington D.C. real estate appraiser.

2. Licensed Real Estate Appraiser

  • A minimum of 150 hours of real estate appraisal courses.
  • Must have at least 2,000 hours of Washington D.C. real estate appraiser experience.
  • Take and pass the Washington D.C. real estate Appraiser exam.

3. Certified Residential Real Estate Appraiser

  • Can appraise any one to four family residential property.
  • A minimum of 200 classroom hours of education from an approved education provider.
  • Must have at least 2,500 hours of acceptable Washington D.C. real estate appraiser experience.
  • Must have an Associate Degree or higher or 21 semester hours from an accredited institution.
  • Take and pass the Washington D.C. real estate Appraiser exam.

4. Certified General Real Estate Appraiser

  • Can appraise all types of real estate.
  • A minimum of 300 classroom hours of education from an approved education provider.
  • Must have at least 3,000 hours of acceptable Washington D.C. real estate appraiser experience.
  • Must have 1,500 of the 3,000 hours in non-residential work.
  • Must have a Bachelor's Degree or higher or 30 semester hours from an accredited institution.
  • Take and pass the Washington D.C. real estate Appraiser exam.

All Washington D.C. real estate appraisers follow the standards of practice contained within the Uniform Standards of Professional Appraiser Practice (USPAP). In addition, the Washington D.C. real estate appraiser law is in compliance with federal guidelines as per the Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA) of 1989.
